In the technical terms of phonetics,

श is palatal (known in the Indian tradition as तालव्य tālavya), specifically it is 〈ɕ〉, "Voiceless alveolo-palatal sibilant" (. Other tālavya consonants are च, छ, ज, झ, ञ (ca, cha, ja, jha, ña). ‌So श (ś‌a) is in the same category as the च-वर्ग (‌ca-varga) consonants.

ष is retroflex (known in the Indian tradition as मूर्धन्य mūrdhanya), specifically it is 〈ʂ〉, "Voiceless retroflex sibilant" Other mūrdhanya consonants are ट, ठ, ड, ढ, ण (ṭ‌a, ṭha, ḍa, ḍha, ṇa). So ष (ṣ‌a) is in the same category as the ट-वर्ग (ṭ‌a-varga) consonants.

(By the way, the English "sh" is neither of these; it's 〈ʃ〉, Voiceless palato-alveolar sibilant also known as voiceless domed postalveolar fricative.)
