My guess is the terminal would have likely been for staff to test the holotape games. The note would have been a reminder not to spend all there time playing games.

It's weirder that they placed a camera in the news room even though it's not actually doing anything. The news room itself might be a holdover of how FO3 and NV did the slideshows where you're teleported out of the game and just facing a wall that the images play on. I suppose its a pretty easy way of making videos play although they could have made a tiny man in the TV.

How have you made this many videos on lore and hidden secrets yet you didn't think about the terminal in the beginning section of the game?

I've seen that terminal message somewhere in the game. Or at least something very similar.

QA-Smoke is called QA-Smoke because it's used for 'smoke testing', which is done for each build, to make sure nothing has been broken.

This is basic QA stuff. It's nothing to do with the lighting or smoke effects.

I refuse to believe that any would either have, or choose to use, this voice in real life.

The note on the terminal in the QA Smoke room is the same note you can find on a terminal in Vault 111. It is the terminal where you get one of the game tapes.
