Why did the Watchtower even have that in the first place? Given it's radius, they could never have used it without extreme collateral anyway...

When a shockwave from a nuke equivalent blast travels it does more than just give people a concussion it freaking ruptures their organs and bones leaving them with heavy internal bleeding. There's no way there were zero casualties.

Definitely a bad move from Luthor, this moment is why they confront him when he's still building his new AMAZO suit, whereas if he did nothing and waited just a few days he could have completed it, achieved his task and THEN done it.
No reason to do it when he did.
