What if you already have it on deny but it's adding them to your phone anyway ?

This video was somewhat helpful, but didn't solve the issue I have. Can you help? I have 2 google accounts. My primary account is taking in (or syncing) the contacts from the secondary email account. The two accounts are for different groups of people.
How do I stop this from happening? Thank you for any helpful advice... much appreciated.
