Man Windows 7 Service pack 1 is slow as a turtle

I tried to Install macOS Theme but I canceled when it is running, my screen is glitching - I Pressed Random Keys then I see problem fixed before only it is black and white and glitching! Now Fixed.

I know this is a little bit off topic but i did a fresh windows install after i had malware attack i formated everything now i cant install any program there isnt any malware or anything in the hard drive i tried to uptade my windows but i cant,any solution ? Been trying for almost a month im really desperate now.
By any program i mean literally ALL. NET framework

Visuall c++
Even graphics (nVidia)
