As a spy main especially in MVM, i'd argue with you, i always go for the sapper's upgrade first, then armor penetration !! You shouldnalways use the sapper on medics and giants !!

Actually, the backstab deals a base damage of 750 to giants, reduced to 25% of this value (187 damage) without Armor Penetration. The aforementioned upgrade restores 25% of this damage, including reaching 125% with the fourth tick!

A great way to make spy viable would be to give him strong resistances to certain damage types, one at a time, meaning he could only buy one type of damage resistance in the shop at a time. That way, he could also serve as a great distraction for all the other players so they could focus on dealing big damage, but spy would also have to be careful not to get killed by the other damage type bots, wasting his potential!

For scout I would honestly say Mark for death sandman. I know that most people use the fan of war for free mark for death, But You have to get to get upclose to giants which can be very risky. But with the MFD sandman ball, You can stand very far away depending on your aim/skill.
