when we use 'delete' will the memory that has been allocated to deleted rows will also be deleted?

Hi sir, i am facing problem please help me sir.
actually when I'm practicing my SQL  I have14 rows.
I gave command that 
>select *from emp;
14 rows are selected have display... that is  ok  no prob
Nxt 
I delete the 1st row i.e smith row(using delete command) in my emp table...
To get back my row  I gave command
>Flashback;
It says Error   and nxt I gave 
>Flashback from ....something  I don't remembered to say u.
I also check in recyclebin using recycle bin command but it is showed in recyclebin there is no data .
I also used the command rollback but I don't   found my row ...
I also gave select*from emp;
It says 13rows are selected so where is one more row.
Finally I don't know where my row have gone...please help me mam ...
And please reply ....
At last my  deleted or missing row is 
Empno ename job mgr hiredate sal 
   deptno
- - - --   - -  - - - - - - - -
