Well on of my friends in discord told me that the crystal monsters were the hardest to get because they were NOT from taking it but instead you had to type a bunch of codes in the games file tricking the game you tamed it

Back in really old versions of the game you could obtain every starter at some point but it makes sense that soral was the rarest because it was the hardest to get
