Is there anything similar to Subdivision modifier, but actually working in reverse, reducing the geometry? (Decimate modifier isn't the best option sometimes)

There’s no subdivision under add modifiers in my blender.

Subdivisions on Blender seem to be a LOT more complex than it is on Maya. I feel like playing around more with Blender would help me, but subdivisions on Maya is just a simple input that doesn't change the shape. Still, you did a great job explaining what to do, and I understand it a bit more!

All that's left is experimentation along with trial and error.
