how to create centos7 base docker image

I am getting this error "docker: Error response from daemon: failed to create shim: OCI runtime create failed: runc create failed: unable to start container process: exec: "/bin/bash": stat /bin/bash: no such file or directory: unknown." when trying to run the image. Any help on this would be highly appreciated.
