The dog owner is at fault. Here's why. No dog warning sign. My granddad had to put his amazing German Shepard down, even though the person he bit, had reached over my granddad's fence, trying to pet him. The police still faulted my granddad because he didn't have a sign. I don't know, I wouldn't reach into somebody's property and try to pet a full grown dog that doesn't know me from a "can of paint", but that's the law.
