Oracle PL SQL interview question What is pragma Exception Init

What will be the difference between raise application error and unnamed exception (pragma exception init)

Hi,
Can WHEN_OTHERS be used as the first exception in the EXCEPTION part of the block? Or does it have to be the last one?
