Create Presets from Effects and Transitions in Premiere Pro

I right clicked on the transition but, it's not working. The preset tab, copy, paste, cut, clear, select all options are grey. What should I do?

How do I make the default transition? Unfortunately, I can't make the preset transition a default to be able to apply it in bulk.
