My guess to why frame rate mattered is frictuon calculations. When it's grounded the whole time it seems to be the same, but the lower framerate spends slightly more time off the ground so it looses less speed.

I remember trying so incredibly hard to get exactly par on ruin and needless to say I was the first to do it and wasted so many hours trying to do it
