Dude, that's one of the things that bother me the most when reading something, because spelling mistakes and/or grammar mistakes can come from having less access to information, and genuine confusion.
But like, quotation marks have a single purpose: QUOTING. It's the same every time, and even if you explain to people that quotation marks shouldn't be used as emphasis or fucking decoration, they usually say that you're wrong or that "it looks nice". Goddamn, man, especially in hand writing, it's not hard to like draw around the word or underscore it. It's like using e!xclama!t!ion!s in the middle of a word to highlight it. Doesn't work CAUSE THAT SYMBOL HAS A SPECIFIC PURPOSE
