What if the defective turrets just don't have the empathy blocker thing, and the reason they're missing the chassis of a turret is just because they find out if they have one or not BEFORE they put on the finishing touches, leaving them without one. So the empathy chip doesn't allow them to shoot, no matter the reason, even IF they have bullets. Maybe that's even why it says "Access denied." The empathy blocker overrides the empathy generator, so it can shoot when it needs to. However, the defective ones are missing it, meaning they can't overwrite it.
