They do appear to reference the third Newtonian law in the Star Wars Rebels episode, "Always Two There Are", with the Seventh Sister trying to hold back the Phantom, as if she was tethering herself to it with an invisible rope. However, as she held the ship back, she was being pulled towards it and experienced physical strain, until she got distracted and the ship broke free from her grasp, which knocked her forward. The fact that using the Force could cause physical strain and exhaustion and requires such amounts of mental effort to use, especially on large and heavy targets, would be a good reason for it not being used combatively at all times.

Stop. Might as well do Science and Lord of the Rings. Star Wars is not science fiction. It's totally fantasy. How ships do faster-than-light travel, how weapons work, how shields work, etc. are often inconsistent and not based on real science. Even the explanations found on Wookipedia for how things work in this universe are not or very loosely based on any real science. That's not a big deal for me as long as the rules for how things work in the Star Wars universe are consistent and the story makes sense. In contrast, Star Trek is science fiction because real science is heavily integrated into elements of the story (how the ships work, tech utilized, stars/planets, etc.) and there is a lot of consistency on how everything works. They are bound by a lot of rules that are heavily influenced by science.
