Hey, how do I add more then 5 emotes on tier 1?

How come I am unable to add follower emotes. Says their disabled on my account and I am an affiliate.

I'm a Twitch affiliate and I can't upload follower emotes because I don't have instant upload eligibility. Would you happen to know how to get that?

So I need some help if anyone knows why I can't upload follower emotes so it says

Follower Emote uploads are currently disabled on your account because you don't have instant upload eligibility. If you have existing emotes in this tier, your followers can still use them, and you can rearrange or delete them.

Does that mean I have to stream for 60 days to get them or idk? I'm super confused. and how do i get instand upload eligiblity?
