You're incorrect that Ad Grants cannot bid above $2. That's not been the case since over five years ago when the rules changed!

Manual bidding is the wrong bidding strategy for an Ad Grant account. The bids will be capped at $2 which is going to keep impressions artificially low.

Make the #1 task to set up conversion tracking, then use Maximize Conversions. New Ad Grant accounts are required to do this step.

Each campaign can be set to a budget of $329 per day. That gives each one the best chance to spend. The total daily spend will always be capped at $329 anyway.
