This isn't abandoned cart, this is an abandoned checkout flow - its very common to confuse the two but there are nuances. An abandoned cart flow would use ADDED TO CART as the trigger + filter for "placed order - zero times"

although i have enabled this flow , i tried and checked if it worked with my email and i never got any email back , so why is that?

does this only target email subscribers or is there a way of setting it for all customers that abandon and give their emails because on shopify email marketing its only sending to people who subscribe which is annoying as i could increase my sales massively if i knew how to do it do non subscribers

Did you mention disabling the original Shopify abandoned cart flow? Some merchants end up sending Klaviyo + Shopify emails at the same time.
