The C-ram sucks at hitting missiles. It has a hard time predicting where exactly a missile is going to be. You have to remember that there is wind that is effecting the bullets and the wind. You literally have pretty much a 0.001 percent error when trying to hit those missiles, which is why it misses slightly almost every time. It also depends on the angle that the missile is falling, because some trajectories can be easier to predict than other more difficult trajectories.

I got to hear a Phalanx on US navy ship as a kid. We were on a tour and they spun the gun up without firing and it was deafening . It also shook the ship. One of many cool military things I was able to do as a kid .
