There's no way this is real. What kind of law enforcement agency has one deputy, or highway patrol cop by the look of his uniform, confront a suspect that they've been surveilling in this manner? Where's the backup? Also why on earth is he asking the suspect what he's doing if "the evidence is overwhelming" and they've been monitoring his actions? And what's with the unbuttoned shirt?
