Realtime Notification with a counter in Title Tag - PHP, MySQL, Javascript, Node JS, Socket IO

This works on localhost only but not working on the live internet. Why not working on the live internet not working?

How do we run the server on the server side? do we need to keep the terminal open all the time?

Its very helpful but i need to send update request from rest api in php how i send? i thin i need client side code for this
