Made with animation nodes 2.0.
2 grid are interleaved with half the dimension of hexagon so the instanced hexagon don't overlap. Roughness is attributed to each hexagon with the random input object in cycles.
The motion is done with an empty object and a wiggle falloff
The emissive ring is done with the geometry node in cycles and a greater than node multiplied with a less than node to get a boolean out of a range of value comming from the z of the geometry node
