This would make it stable.

I was a concrete contractor for 16 years , putting in foundational work under it is not a big deal. It sounds like that would fix any issue. You could use sono tubes and foundation bolts

The mistake is thinking you can skim around the internet and learn what you need to know about complex issues. Proper plumbing and sewage disposal is important. Poor electrical wiring could injure someone. Wind, snow and frost heave, structural etc.. No one lives forever, future owners and lending institutions may have an expectation that it meets minimum guidelines. It is unfortunate that it played out this way and yes the State could do a better job.

I like the architect's idea, especially the lack of enforcement team, cuz then it's "you and what army?" to anyone from the state. Separately, I Believe that law is a violation of the interstate commerce laws at the federal level. There's been a bunch of Supreme Court rulings over decades saying that states can't block businesses from other states from entering their markets. Sounds like a constitutional rights violation against the company that built it for you. I'm no expert, this would need more research

Do the 2 things he told you, and beside that, call the electric xompany and get power from then plus your pricate set up of alternal energy system.
