Should invest in push brooms, garbage pails, and garbage pickup to begin with.
Then access to low-cost building supplies
Better basic sanitation and upkeep would be a good start improve the quality of their lives.

About 30 years ago I was in India and travelled all over the northern two thirds of the country. I have to say that I really enjoyed my visit. It was a great country with industrious people. A true capitalist nation. I only got to see the northern part, but I hear the southern part is more prosperous. I cannot verify that. I'll just say that I really loved India. I expected to find more English speakers than I actually encountered. I didn't consider the "slums," slums. People were working everywhere with incense wafting through the air. Yes, it was dirty, but that's just the way India is. They aren't concerned about it at all, neither was I.

I think this much better compared to Brazilian slums

And everyone seems so polite you can the smiles on so many people.
