Yes very helpful. This software is meant for real people doing real stuff. Adobe software allows untalented hacks to hide their crappy or lazy footage behind Band-Aids of filters, colors, and AI. The results are the same stupid music video of a guy or girl performing in front of a rented car or house...or the most dreaded "waking up from a dream" to paste together un-thought-out "F roll" junk not qualified as B roll. Sorry to be so harsh but it is the TRUTH.

I have version 20.07.11 and this filter is now named "Rotate and Scale".

Try pzpic app. It's so simple that this process will look too much time taking. I use pzpic for my videos and it's superfast. It can pan, zoom and zoom out.
