How do I get the file renamed automatically when it is added to the folder?

I have a program that has multiple main projects every year and each main project has multiple sub projects. What would be the best way to have "Make" create the 1st additional main project folder and put each sub project in that main project folder. Right now every form I fill out via survey123 creates a new folder with the same main project name. How can I have "Make" create one main project folder then each form that already has the main project name goes into the first one created and does not create a new one?

I created a google drive folder using "Make", When I open google drive the new folder is there. However when I try to upload a file to the folder that was created I get an error "file not found"

Hi do you know if it's possible to upload a file with a base64 encoded string ? I find it amazing that uploading a file is that hard. Thx.
