Why do you need to pay a fee in RON for staking tho? Why can't you just make it for free?

How come the restaking period isn't really 24hrs? I restaked at 11:50am yesterday, now I have to wait an additional 1.5hours?

For a while now I cannot claim or restake. Correct wallet is connected, I am not doing anything else than before. I select RON as payment (still have enough) and it goes into working mode "You are claiming...". But then just stops working and tells me to "claim" again. It does not work. Can't find any help online, nobody else seems to have this problem. @axieinfinity any help?
