Guys finally i got the answer of this annoying problem
my laptop variant is asus a15 with AMD and Nvidia
i am facing the same issue of blinking while plugging and un-plugging charger

Solution>
1. Go to asus armoury crate.
2. On Right side you will get system configuration tile
3. There you will have Panel Power Saver , Make it TURN OFF
4. Problem Is Solved.

Hi just an extra information for people who are using the ASUS TUF F15 dash(144 hz)

to solve this issue, go the armoury crate (you can find it in the start panel)
then select the home section
under that you will find system configuration
turn off the panel power saver
