I think the biggest problem in Brazil is a lack of proper storm sewers . Here in the U.S. if you build houses and businesses there has to be a storm sewer line . Also dry ponds are dug to accommodate rainfall .

We just had flooding in a city 30 minutes away from our city, geographically we are on the west side of our island which is the dry side. But sudden heavy rain and floods even during dry season!!!

It appears that there is a major change every 1,000 years and that is where we are today. Periodic change in the heat, light, and radiation created by the sun affects the earth both above and below and is the cause of the global warming we are experiencing.
