What is and how to enable Windows Sandbox mode Windows 10 PRO Enterprise

i did all of these steps, and Windows Sandbox is NOT THERE. Ever since I built a Ryzen 7 PC in 2020, it's never worked. Virtualization is enabled in BIOS and I'm running Windows Pro 10 21H2. Hyper-V is also installed (but doesn't seem to matter), with Windows Sandbox, but it just isn't there when I search "windows sandbox" it just does a web search. It's like it doesn't exist.

Can the sandbox access ports and external devices like USB audio interfaces and storage?

I guess my hp laptop's too old. (13 years old) Doesn't seem to be there.
