How to convert Java project into .exe file in eclipse 2020

Hi hack frenzy!, I want to ask u something, so if my application will use database to store data (like data transaction) , should I use Online SQL Server so other people can use my apk or I can just use SQL Server on-premise? (the people doesn't have SQL application like ssms or mysql on their device). I'm afraid if I use SQL on-premise people can't use the apk because they can't open my apk or they cannot insert new data to database.
