How to remove Toolbars from Internet Explorer

I don't find the program and can't uninstall it ='(

Try to delete them manually, just search by toolbar name. And check IE settings.

there are many but some are appbario7, whitesmoke b, vafmusic, and interhelper3.1

What is the name of your toolbar? There may be a virus, that can't remove by this method.
