Shouldn't the option to insert a related video be included in one of the tabs on the upload page?

You're definitely onto something with the call to action towards the related video links. I'm tempted to start adding an arrow pointing to them with some text or something, I don't like the idea of a verbal call to action on such a short video. 3 seconds on a 30 second video can start to sound annoying if people binge stuff back to back.
