The whole -Birthright citizenship thing is not based on the Constitution or anything other than a footnote in some legal case at a time when immigration was not a problem or a political tool. It would be very easy to make a law which would better define citizenship and shut down this magnet with attracts the lowest rung of people looking to be elevated simply by showing up and dropping a kid.

No, birthright citizenship does not require an amendment. It only came into existence about 60 years ago. Prior to the 1950s, There was no birthright citizenship. There was no law passed by Congress. It only came about by an administrative act which has no force of law. It could be overturned by a presidential decree, also an administrative act
