How To Fix Steam Error Code 118/138 for Windows 10 / 11 - Easy Fix

I had to do a similar process. Restarted modem and router and then in my case I use ZoneAlarm and I had to remove it like 3 times because ZoneAlarm wasn't updating the list when I removed it. Ran steam, ZoneAlarm alerted me it wanted access, I clicked accept and boom!
