The horn is different than the one you hear when they die on it, because cops usually use a different horn specific to cops that is part of their siren package allowing them to switch tones on their horn. This applies to real life as well.

The fact the police have x ray vision and can see you through walls just because their cone of vision hits you just breaks immersion since this game is trying to be as immersive as possible
