Can This Decade-Old Mac Pro Compete With Apple Silicon?

CPU speeds have come a long way in the last 10 years or so, but I wondered if it was possible to get a modern level of performance out of a computer that was well past its prime. Could buying -- and upgrading -- a 2013 Mac Pro actually be a better value than buying a new computer?
