It's not uncommon for women to hide drugs in their bra and panties because male cops can't search those areas. If there was a female officer on duty she could have been called to the scene. Actually, this is a pat down procedure because of all of the sexual assault allegations from previous the back handed pat down(where you used the back of the hand to pat down a woman’s chest area). This is widely taught and acceptable. It’s contactless and ensures no one’s hiding drugs in their bra without the possibility of a sexual assault claim. The only difference I see here is that you wouldn’t ask them to lift their shirt but just simply grab the bottom of the bra and pull it away from their body and shake the bra. Anything hiding in the bra will fall to the ground.
