If you have population of more than 20 crore and fall short of resources, you will be in dire straits. Rural population poses threat to development. I am from bihar and see the plight of common people but to a greater or lesser extent they are responsible for the situation they are in.

What were the guys doing with the bricks? Stacking them and then burying them? Stacking for a 14ft deep road base?

All the low-tech operations, activities, and "off-grid," self-reliance lifestyles are not!, in-and-of-themselves, a bad thing! -They're not inherently bad! In fact, the opposite can be argued, perhaps should! be argued. The problem, however, is absence or lack of sufficient sanitation, and lack of choice regarding that. My thinking is that, if first the sanitation/hygienic problem is dealt with, the latter will resolve to a large extent almost automatically. Funding? There's no money in sewage? There is no such thing as waste!! Ignore that fact at your own peril. There is, in fact, huge profit potential there if done mainly with anaerobic (mainly methane producing) processes. And reaching the point of in-profit operation is short term, occurring within just a few years.. Paid off in ten years +/-, beyond which it's just cost of operating, maintaining, and, with a profit(from an energy produced surplus) beyond those costs.

Giving loan in crores and crores to wrong persons should be stopped. Poor people may be paid a meagre loan amount and encourage their small business. They never have cheating mentality and feel shy for default in repayment. Improving the standard life of poor is more important.
