Did you know at the start before the vault tec rep knocks on you’re door you can actually find a dog bowl and Nate or Nora will say something about a dog besides the dog is way too smart and intelligent I think Father/Shawn left him there at the very start as a early companion to help you find him considering he says later in the game that he also free’d you from the pod so in my own personal opinion I think dogmeat is a gift from Father/Shawn it’s not true but it’s a possibility and just a theory then again mama Murphy says the dog originally has been sticking with them for a while to help find them help so he was probably trained for years but this will remain forever a mystery. 🤷‍♂️

I think Dogmeat knows Garvey and his friends because before I killed the deathclaw I heard either Sturges, Preston or The other girl in the small group (not mama Murphy)

So did they fix the lone wander perk where you can have dogmeat, but not suffer from the negative effects if you have any other companion. (Only works with Dogmeat)

An onterestong theory but it has some problems. First one I noticed it this omits the unmutated rottweilers used as guard dogs by the Gunners. Not to mention all the totally normal cats. Not all wildlife is mutant.
Second: Mama Murphy and Nick both recognize Dogmeat, so it's clear he's been around before. Him beingnalready trained could just mean he already had a master who trained him. Plus his breed of dog is naturally obedient and eager to please an owner. The Lone Survivor is a very capable individual, winning a dog's loyalty is not beyond them. If someone wanta to argue he's been replaced at some point, well I can no more disprove that than they can prove it. Same as the idea that the Lone Survivor is a synth. I can't prove it wrong but it can't be proven right. It comes down to player belief.
Third: No. He's a sweet, good boy and we all love him. All the coincidental stuff is just contrivences for a video game and because Dogmeat is a reference. Just like how we just happen to run into Piper right as she's locked out of Fenway, or Preston right as he's under attack by raiders.
My least favourite thing about Fallout 4 is it has made it so some people see any convenient thing and go "Oh! This dodn't just happen, it was a synth! They were placed here on purpose!!"

First reason dog meat probably hasn't seen a human in a long time. And second I think the radiation mutated the dog a little bit.

It’s mainly because people hated dogmeat dying in fo3. And the radiation thing is useless because no companion takes radiation (as far as I know)
