Hi! I've same pc. You can try with patch 1.04 is especially for series GTX. But in general you consider in GTX 1650 super can play decently?

If you can accept that 30-40fps will be "playable" without sacrificing too much on the beauty of the graphics, in this setup I would go with medium preset, turn some lightings to low, then turn textures, level of detail and color precision to high. also, turn off grain, motion blur. You can also turn off Contact Shadows if you want a bit more fps, but I find it crucial in terms of making the overall picture of the game look stunning. Anyone with this setup should be fine with 30-40fps because it's freaking gorgeous. You are miles ahead of PS4/Xbox One base models' port.
