Google Docs - Editing an Image

Just curious with google docs how do you put tittle words on image?

Does Google Docs have anything like Photoshop that will allow me to reduce a picture and not loose or blur the imagine? I want to take a picture that is say 12x12 and make it 1x1 and it is still clear. Please and thank you
