How To Use Cout In C++

is :: kinda like the dot operator in c#?
like in ++ it would be std::cout but in c# it would be std.cout
also in c++ what exactly IS cout? like im trying to mentally digest this.
is it a function? or like some class or some thing idk. Im coming from a background in plain C, embedded systems, ASM, and some C# and im trying to make parallels here. It just frustrates me that every single explanations and tutorial is like "but dont worry about that now, you will learn later" and im like...uhhh okay? im jsut so tired of accepting info at face value through blind faith like "jsut trust me this is all you need to know" and im like, okay yeah i get HOW to use cout but im like WHAT is Cout? what is it doing? is it an object? a function? why does this << work to "stream" info into cout? like is it calling the shell? or an OS call? or like something? everything is just a black box im forced to accept as "thats just how it works"
If i wanted to accept that mentality i would just use a Mac and never learn how to program.
