My tamplates folder is empty, I have no edit or fusion folder! Why?

Hi, i can see my custom templates in titles but when i use in the edit timeline no action only black backgraund, why is that?

If i Download the template from Envato element and then i extract them, they dont have any files format dude (.SETTING) but in these files have project files, what i supposed to do?
