Is the antenna resonant on the extra frequencys

I tried this procedure for the 220 Mhz TX. It didn't work. Still shows "Disabled" when attempting to TX in the 220 ham band.

SCREN means Scrambler Enable. 350EN means 350 Enable, and if you turn it off it turns off the 350 band. To show this just go to VFO Mode, and keep pressing F and then 1 to go through the bands, and if 350EN is on it will show the 350 band, and if it is off it will not show the 350 band.
