If someone copies the link once they fill the form out, they can still send it not secured tho correct? This doesn't stop people from sending the link once they have reached the "secured folder"

Somehow I do not have the option to create a Google Forms link just for Viewers. It is set to editor automatically and then I do not see the dropdown menu. How can I fix that issue?
