As someone who actually grew up in Mexico, I can tell you for a fact that the traditional way to say hello in Mexico isn't by "putting your hand on their shoulder and leaning your head forward". The traditional way to say hello is to give a kiss on the cheek, although it's not mandatory. Similar to how a lot of European countries greet each other. Mind you, this is only done with family, and friends.
When it comes to meeting new people, it really depends on the context. If it's people you're meeting at a casual party, then a kiss on the cheek is how you greet someone. However, if you're meeting someone new for business purposes, it would be inappropriate to give them a kiss on the cheek. Instead, you would greet them with a firm handshake.

Puerto Rican families do the whistle thing too. Each family has a different one.
