It really shows how desperate the Fabricator General was that he tried to pull rank on the Custodes host that had the Captain General, the Shadow Guard and a dreadnought. I think most chapter masters would be thoroughly intimidated into complying, most inquisitors would turn pale at realizing the mind shattering amount of power they can bring to bear.
